I have hike several times in my Mountain Hardwear ElKommando Mountain Kilt. It works really well and is lighter and cooler than my Utilikilt. It dries very fast if you are someone who sweats a lot like I do. Unfortunately, the sizes are limited, it can be hard to find and only comes in one color.

I have not seen a ElKommando kilt so take this with a grain of salt. I would believe that a X-Kilt in a polyester blend would meet specs similar to the ElKommando. Light weight, drys quickly and comfortable. One of the USAKilts casuals would be excellent. Of a trip to one of the local fabric stores to look at the selection of fabrics and you are off to a good start. Just a little sewing experience or a friend with a little sewing experience is all that is needed.

I log LOTS of trail miles every year, almost all in one of my self-made P/C kilts, and I have only encountered one other hiker thus attired. From the trailhead in the wilderness area where I work it is a 17 mile slog to Mount Mitchell, a hike I make at least twice a year. I once encountered a kilted hiker at about mile 13. Utilikilt of some variety if I remember correctly.

I have seen several kilted hikers on the Montreat trail system, but at only 3,000 acres this might qualify as a "park" to a westerner like Alan, so I won't count those.
Aren’t you still teaching the Rangers to make their own kilts? I know Spencer still wears his.

This year's Ranger crew has never mentioned wanting to make kilts, and since next week is the end of the summer season I suppose they will go kiltless this year. :-)
