Just a thought, and you may already have your card authorized, but you may need to make sure your card is accepted in the country you are trying to buy from. When I have gone to or bought from a foreign country I ether have to set my card up via online banking or call my bank to set it up. Once done then I have no issues and have bought quite a bit from the UK and Nepal.

I got to a point where I could select Paypal as my payment, but the website selling the merchandise would not proceed to the point that they communicated with paypal.
I tried two different browsers, maybe I shall try a third and see if that doesn't fix the issue. Thanks for the thought and the reply.

It didn't work here either. Got into paypal, accepted the terms and conditions of the seller (checkbox by "Par la présente, je confirme avoir lu et accepté les conditions générales indiquées."), but I get the same message as you after the redirect from paypal.
I think their system is messed up.
