I would think that, under the circumstances, the polite thing for any neighbors to do would be to avert their eyes. I mean, they're not referred to as "privates" for nothing, eh? Frankly, I think that it's pretty grammar-school to be trying to invade another's privacy so minding one's own business would be the mature thing to do.

I agree with you, but we all know that all it takes is one person to be "offended" and the next thing you know you're facing indecent exposure charges.
