In the Dallas area you really can get by in the winter without a jacket if you 'layer'. I generally will do a tee shirt or thermal then ranging from light long sleeve shirt to a lined shirt.
When it gets bad I have an old 'Tuffy' jacket I had at the PD. They are great because they are short like an Eisenhower jacket (above belt level) or bomber jacket but poyl exterior.
