The flashes are ridiculously simple:
1) Make your flashes by folding your material over and stitching a seam leaving some space at the top for flashes.
2) Run your garter ties THROUGH THE LOOPS.
3) Tie them off using Matt Newsome's easy-tie method.

Simple.
