I was asking Jimmy about his traditional kilt a while ago, and he got his made by Balmoral - provided by our sponsor. Here's what he wrote...

I know that there are some USA kiltmakers that make them for less... but BELIEVE ME... with this thing, you get what you pay for. This comes from someone that still makes kilts, and COMPLETELY respects and admires the material, craftsmanship, detail, and quality of these kilts.
Mine took less that 8 weeks to arrive from Edinburgh. That's order to receipt.
I figure that this should answer some of your questions.
