    I was always taught that if you keel on the floor the hem should just touch the floor. That makes it about half way down the knee cap. Well it does on me.

    I heard that this stemmed from military tailors, at the start of some conflict or other, having to measure a large influx of new soldiers and found this quicker way of doing it. They had their soldiers kneel on the floor and measured from the floor to the waist. Then they made the kilt to this measure minus one inch.
