P.S. This gave me a great reason to contact the 48th directly to inquire so I just emailed them the pic for their response. ;) I can't wait to hear back from them! lol
Yes, interesting, as the 48th does have it on their gallery (band), although clearly labelled QOR, although at the time of the photograph, the QOR was the 2nd Battalion Volunteer Militia Rifles. Militia General Order of 26 Apr 1860 establishing the 2nd VMR from independent companies, has two highland flank companies, Toronto and Whitby, 4th and 6th companies.

This is the same type of lineage of Black Watch of Canada, where the highland companies were flank companies of the 5th Battalion Volunteer Militia Rifles.
