    Rory... one more thought. As the wedding is only a couple of weeks away, I suggest contacting a USA supplier such as USA Kilts, right away as ebay or a supplier out of your home country could take more than 2 weeks. Also you could check a kilt rental shop, who would rent you the accessories you need, but act quickly.
    Regarding the belt/no belt advice. The standard I'm familiar with is:
    Waistcoat - no belt
    No waistcoat - belt.

    Unless it is a very casual occasion, then the tie would also be optional.

    Rory, I agree with Downunder- don't limit yourself to a black waistcoat. Take a tour of the thrift shops and don't forget eBay. You haven't told us two imnportant things- 1) howe big you are, as somebody may be wanting to lend or give you something, and 2) what others are expected to wear.
