No worries, it's likely just the next vertical thread from one of the fringed pieces. Simply pull it out; it should come out with little resistance. If you should meet resistance (it's possible that the thread attaching the fringed pieces crosses that thread from the tartan) simply snip it close to the edge.
Either way, no harm done and nothing to fear.
