Is this also known as a blind stitch? That is what my mom taught me for hemming. Just much finer.

Nope - blind stitch is something different. A blind stitch is stitched across the edge of a fold, and the tiny part is on the underside as you stitch (i.e., it's worked from the wrong side). A pickstitch is stitched back from the edge, and the tiny part is on the top side as you stitch (i.e., it's worked from the right side).
