    I only posed the question as in the pictures it look as though the kilt has been hemmed up at some point.

    Hmm, I see your point, that first horizontal dark line from the bottom, on the inside of the kilt does look like a hem line. Probably worth checking with the vendor whether it is and how far up it is. If there are the two inches, you are looking for, it should be possible for an experienced kiltmaker to release it; if not, unless you have a Star Trek replicator, I agree with Sydnie7, not possible!

    I agree, it looks to me like there's about 2" of hem there.
