Maybe it's just that I'm used to the heat. Our summer temps are usually in that 30-40C range and I rarely wear shorts. (Don't want to blind anybody with the glare off the pasty white legs ) It doesn't bother me to wear the kilt and hose in those temps. I find it cooler than long pants. As for the shirt, I'll wear anything from a T-shirt to a polo or a long-sleeved shirt with the sleeves rolled up, depending on the occasion.
RiverKilt has posted plenty of pictures of him wearing sandals with his kilts.

Pasty white legs can be cured by exposure to the sun, which is another reason for not wanting to wear hose. Tops aren't really a problem, the only long sleeved shirts I have are the victorian style shirts with detachable collars, they look ok with a kilt too.

It is consistently over 100*F during the summer months in my area. At midnight last night it was still 93! At 2352 it is currently 85F. Yesterday it was 108, today 103.
I feel your pain. I honestly don't wear my kilt much during the summer. Sometimes, it's true, I do but not much.
It drops into the high 30s (down to the high 20s if we're lucky, but it only snows once per 15 or so years) Farenheit during the winter months.

I'm using the centigrade scale, I know in England they're having a hot summers day if it reaches 20, later in the month and in August it may get up to 50. We see snow on the near by mountain tops in the winter for a few days and once in the 6 years I've been here it snowed here, but it was gone by midday. I'm now freezing if it drops into the high 30s (down to the high 20s if we're lucky, but it only snows t drops to single figures on the scale. I've just bought an Arran jumper on Ebay, I figured mid summer would be the best time to buy one, price wise.

I wear long cotton "army socks" they call them over here (netherlands) and I buy them at a surplus store. Footwear in warm weather: canvas paladium "palabrousse" shoes: 10000s of french legionnairs can't be wrong.
i also wear a cotton breton fisherman's shirt with my kilt.

I usually wear a casual kilt rather than the 8 yard style in warmer weather. The fabric is lighter. I also notice I do not tire as quickly doing activities as I would wearing jeans or shorts.

Forgot to mention that, but yes, yardage makes a difference too: although I only own 4 - 5 yard kilts, for me, 8 yard kilts are too heavy. In any weather.

These aren't sold specifically as kilt hose, but these socks from SockDreams are worn by several members here. They are a cotton/acrylic blend with a nice knit pattern that works pretty well as warm-weather kilt hose, albeit the top is just a plain ribbed cuff. They aren't going to look exactly like traditional wool kilt hose, and you may need to be creative in folding over the top to achieve a nice look, but they do a nice job in my opinion (I have two pair of them).
