I was thinking cedar so hang it with a cedar disk on the hanger, or perhaps using fabreeze anti bacterial, spraying it a bit far way from the kilt itself.

Hang the kilt from a hanger, from a tree and let time do its job. A day is often enough.

The only way to get rid of the smell without resorting to dry cleaning is, I believe, to air the item in the sun for a good long time. Heat and ventilation are key. It could take many days for the smell to properly go away.

I hate moths even more! Following the hanging of the kilt from the door/beam/tree it might pay to check the pleats for visitors!

The vapour is very volatile, so airing will remove it - but in the shade - if it gets damp in the dew then the colours can be altered, browned, by sunlight.
Do be aware of the damage that moths and other insects can do - if you hate mothballs then you need to be extra vigilant and you will either have to find a dry cleaner or wash the kilt yourself, as nothing is more attractive to a moth than 'natural' wool.

Hanging in the fresh air should get rid of the moth ball smell in a short time. I hand my kilts in bags with cedar pieces and have never had a moth problem.
