I've always said that when it comes to affordable, well-made outer wear, Uncle Sam is hard to beat, and it is certainly also true of the military surplus of The Mother Bear (and many other nations) which I became aware of when I started collecting vintage Russian wrist watches. I'm sure your father-in-law could easily source one of the capes for you. Highly recommended.

The Russian Army Officer's Capes in greenish-tan--which I've actually seen in stores here in the Chicago area in the past (they also use to be available from the now-defunct Sovietski mail order catalog company)--are not quite as elegant looking as the Navy version, but they're identical in construction and details. There is currently an eBay listing for one of those at

And there is also a plainer, general issue BDU type Russian Army Cape in olive green, like this:
