There have been exceptions. Remember a couple years back when some woman wore her Starfleet Uniform to jury duty? She actually got picked, but the media made such a big deal about it that she eventually got bounced off the jury.

I don't think the phaser would set off the metal detectors though, I think they are made from some super secret hi-tech composite that doesn't exist in our century. The might reject the small officer's model though because it looks somewhat like a cell phone.
