In the climate that some of you chaps endure I would have thought a waist coat was a pretty sensible and smart compromise on cooler days. As long as the length is right I would not overthink the rest.

I found this site whilst cruising the web one day. more western-style vests than classic vests, but there are some I would think would work great with kilts!

What I really like about it is the length. It runs around the waist fairly evenly, more like a jacket. It covers a kilt belt completely. If I need to put a tweed jacket on to dress up, it looks good. If I want to go without a jacket, it looks good. If I want to take it off and go more casual, I have my kilt belt on, which was not visible while wearing the waistcoat.
I have attempted for a number of years to convince my wife to copy this thing, as I am a complete fool when it comes to sewing. She keeps telling me it's not as easy as I think. I may have to give making one of these a shot, as I'd really like another.

In the warmer seasons, if I wear an 'outer' top garment at all, it's almost always some kind of jerkin – think fishing vest but with more drop to it. Comfortable, well-pocketed, smart-casual.
In hot climates, smart-smart is basically just a terrible problem, isn't it?

I can't speak for the tropics, but here in Michigan, we get a horrid combination of heat and humidity. Smart-Smart is a no-go in summer, unless you like dehydration and heat stroke. Shirtsleeves, with a vest at most, is all that can be reasonably worn without risking one's health. Shirtsleeves-and-tie and/or vest-only are not only for teens being forced to dress nicely, but for adults who dislike heat-related illness but still wish to be presentable.

I actually just commissioned my seamstress for a grey (with a hint of light lavender) waistcoat for casual spring/summer wear. I will not be getting a matching jacket.

At our recent Sacramento (Woodland) Games waistcoats and brimmed hats were perfect for the weather (chilly when the sun went behinds clouds, brutal sun when not)
