    If you're talking about the rosettes on kilts, they're made out of ribbon manufactured to the correct width rather than cut out of tartan fabric.

    Here's the style worn on the kilts of The Black Watch, with the piper's style on the right. People often call these "rosettes" but to me they're "bows".



    I've made these before, they're not difficult. Here's mine



    The rosettes on the kilts of the Argyll & Sutherland Highlanders are completely different
