Not sure if this helps or not, but those sorts of waistcoats are often worn with highland attire at the Great Dickens Fair here in the Bay Area of California. I wear one every season as part of my Victorian costume as member of the Red Thistle Dancers when we perform there.

I think the key thing to making it work is your choice of accessories.
If you untucked the waistcoat, exchanged the boots for regular hose and footwear, lost the belt, used a sporran strap or chain instead of the loops, and added a cravat you would have quite a nice similar outfit to what I see all the time at the Dickens Fair. Do keep in mind though that what I talking about really is a costume and not regular clothing.
