I hadn't thought about having it altered to have straps. I think it would look weird with all the snaps. Especially if you were wearing it to looser than is was meant to. But It might work.
Leprichan - the kilt I used as an example is would on things celtic. But it is pick up only. In Austin, TX.

I have no idea what they are like but UTkilts do have Velcro waist kilts in their "expandable Scottish kilt" line.

I have a modern kilt (utility kilt style) from UT Kilt. There isn't adjustability in the waist. In fact, the wife decided to wash it...and dry it...and nearly got divorce papers. So now it doesn't fit. It was a 44, now it's a "I CAN'T BREATH!".
Brice DOES have some that have adjustible settings. I would email him and ask though.

From your description I assume you want a solid colored kilt possibly with external pockets.
Sorry, But mine do not fit within your stated price.
But - you can find the same kilt sold by UT Kilts all over ebay. The exact same Pakistani made kilt is available from over 20 different sellers. It is perhaps the most common non-Tartan Pakistani kilt. Sometimes the pattern of snaps on the apron may be different or the side straps may look slightly different but they are all the same basic kilt.
I see them on ebay right now for anywhere from $25.00usd up to $97.00usd

I have a 44 deluxe in brown that I could be persuaded to part with. (It's too big on me now.) I have had it a year and worn it perhaps 6 times. it has been washed but never machine dried.
Great product. I have a blackout deluxe under the tree. (I'm just not a fan of the brown for me.)

If you're looking for an adjustable modern kilt in a utilty kilt style, unfortunately you'll have to pay more than $100 for a quality garment that will sustain the abuse of daily wear.

Make your own X-Kilt, built to your own proportions. They are designed to be adjustable enough to allow for the fluctuations you describe.
Assuming you know someone who owns a sewing machine you can borrow you could put together at least three X-Kilts for $100. And they'd be your own creations.
Once you get the hang of it you will easily be able to make your own modifications to suit your own particular needs.
