    Sorry to be late to the party, but I only just saw this thread. Hem it - it looks sufficiently different from the rest of the fabric that the bottom of the kilt will look odd if you don't hem it. And you should hem first, then press the pleats, not vice versa.

    Another alternative to deal with the stiff selvedges found on the type of fabric is to run the bottom through a serger. This cuts off the stiff edge and overcasts it in one operation.
    Not the best alternative but it does make the hem less noticeable than trying to press those stiff edges flat.

    Personal preference, but I would leave it. I made myself a kilt a few years back and did not hem it, just left it as woven with colored thread and a fuzzy fringed edge. It's custom made by me. Enjoy wearing yours.
