James, try the mid length of fabric at the ankle, then weave up the leg to the knee. The ties would be at the top of the hose and could be covered by the hose folded over. I know of a pipe band that has thick laces that does what you said, to give an argyle hose effect.
James, the point of tying at the top is that the garters used to hold the socks up. Purely functional.
back to that band though - by the end of a parade, the laces had fallen and looked similar to what you propose, James.
I kind of like it from a looks perspective, but from a functional one, I would say "tie it up top."
