I think that Isabella Fraser wedding dress would be an option!
I'm going to have to see about making one of those just to have around in case I need to outfit someone

Y'all might want to check with your local living history groups as well. Such as the SCA (Society for Creative Anachronism), colonial groups or even any steampunkers. In a pinch google historic clothing makers/tailors.

If she just wants a good looking outfit to wear and is not concerned about historical accuracy, I belief Wolfstone Kilt Company has some women's bodices, skirts, dresses, etc.
