Did some digging on the Colorado state tartan

As you can imagine it's incredibly hard to find a place that even weaves the Colorado state tartan, much less one that would make a kilt out of it. But just from a Google search I found this on a fabric site called Spoonflower.

They don't have it in wool, but the performance piqué would be perfect for a custom Sport Kilt! I've become a fan of those anyway. Plus there's another version in "modern" colors if you prefer that style.

The fabric that Spoonflower produces isn’t woven like tartan, but rather is printed on one side of a white fabric. I bought some of the fleece a couple of years ago.

I can’t imagine that if would be suitable for a kilt!

I not actually that surprised at all. It, like a lot of the State tartans were someone's good idea but have never been particularly popular, certainly not sufficiently so to make them worthwhile stocking. Anything can be woven of course, it’s just a matter of economics.
