I think we've answered your questions about measurements and splits elsewhere in another post? If not, let me know.
The length does sound a bit short, though. My dad was 5' nothing, and his length was 19". Although 19" could be OK for your husband, I think it would be worth checking with this method for measuring length:
Take a belt, and buckle it on around his middle at his true waist over a shirt, and pull it snug. Don’t put it through the belt loops of his pants, and don’t let him push it down once you have it buckled. If you have it on right, it will sit around his middle higher than he would wear his pants. That’s OK – this is where a kilt is worn. Be sure to buckle it on around his tummy, not below it. Have him look straight ahead, and measure straight down his thigh from the center of the belt to the top of his knee cap. Be sure that he is looking straight ahead.
