If there is enough fabric, I personally, would make -

May I ask please - Are you planning a mid-Waist kilt? Where the waistband or top strap is just on top of your hip bones?

I have an Amazon bought utility right now and it's sitting at my waist with the top strap below my belly button line about an inch so the top of the kilt is level with my belly button. That feels "right" but it does get hot when I am out for a walk, so the thought of having it ride lower was crossing my mind.
