Turn-ups on tartan TROUSERS?

Not meaning to hijack the thread away from trews etc., but this caught my eye, " The ladies were dressed in an assortment of appropriate attire and beautiful they looked, but not one of them wore a stitch of tartan."

On a separate thread on X-marks, I am precisely wondering regarding this matter.
