One of the positive things about a virtual community such as that which exists at Xmarks is that over time one gets to know its members. Knowing one's neighbors gives something with which to judge the integrity or validity of their posts. Unless you already know the reviewer from another forum or take the time to get to know them in the new forum, you aren't going to get that in an alternate website devoted to reviews.

Plus, why shouldn't Xmarks be a one-stop kilt spot?

Where the former Xmarks review section is concerned, people spent valuable time documenting experiences so that those experiences could benefit the decision making of others. It all seems rather arbitrary seeing that resource going to waste.
