Yes to the arms straight down... also to the fact that many women carry a purse that also helps keep skirts down by sitting on the fabric. Or a long jacket (I think it was Cake who have a song, "I want a girl in a short short skirt and a looooong jacket) that goes down past our hips.

Hamish was right, we have more practical experience, but also, a wider variety of fabrics and styles than 'just' the kilt, which also helps.
