I've seen, somewhere on the web, a discussion of wearing highland dress that contended that the flashes should be worn with their forward edge over the laces of your shoes. The article took a VERY traditionalist approach, too. I think I've got the url on my machine at home, I'll try to remember to look for it tonight. I can see how it would happen, the flashes, after all, are imitating the garters of pre-elastic days, and it would be the easiest position to tie the knot in.
Come to think of it, I wear my flashes like that (not full forward but about halfway between front and side) because that's how my grandfather conditioned me to do it, lo these many years ago. He even wanted me to wear the flashes on my Boy Scout knee socks like that, but I managed to hold the line on that one. Peer pressure, you know.

I recall reading the front edge of the flashes should line up with the shin bone.
