That quote from the Tattoo's web site was from the 2001 Tattoo, btw.

The kilt could be from the Queen Victoria School's Cadet Force, as well as the pipe band. "Soldiers of Scotland" says that the QVS is part of the Combined Cadet Force, and that it is affilated with the Black Watch.

Further, according to "Soldiers...", QVS was a sort of military prep school that was formed in the early 20th century by King Edward VII as a memorial to his late mother, Queen Victoria, and all Scottish soldiers who fell in the South African (Boer) War. Orginally only the sons of regular Scottish servicemen could attend; today it is a standard public school.
