That isn't a kilt - the pleats appear to be folded backwards to normal and all the same size.
It might be constructed something like a woman's pleated skirt - but it looks awful.
I've done better pleating on curtains.
Pleater - Elijah is a member here, I don't think the slam was necessary.
It's always possible the picture was flipped ( happens frequently) and we should be helpful with our comments.
My comments on a "flag" kilt - first I was speaking about fabric I had seen, I would NEVER try to make a kilt "look" like a flag.
Respect for the flag, and country is first and foremost. I love both of the tartans, but I like to think of ways to make contemporary kilts from interesting fabrics, respecting both traditional kilts, and clothing in general.
The kilts other makers produce, are ideas that they tried, and what they produce is fine, but it may not suit my taste or yours, there is no need to be mean about it.

Digitally pictures can be "flipped", what should properly be the left side, becomes the right side. If you look at magazines, papers etc. and see the writing or logos looking like a mirror reflection, that's what usually has happened.

Seems to me Adams Kilt woud make a great 4th of july wear with a red white & blue top hat or a great gimik kilt for advertizing and where he lives every one has NRA stickers all over their trucks. I am not being negitive but thems the facts.
Not that I would wear the kilt, well maybe in the 4th of July Parade with my Red,White & Blue Top Hat, which I have and have worn in the Parade and I am one of the roving reporters for our Radio Station. www.kpcw.org Streaming on the web

Somehow I doubt the picture was flipped. Bubba ordered a kilt from King Kilts a while back and got it with the pleats going the wrong direction. The company responded that they were not aware that the plaets were supposed to go in any specific direction. I think the skirt was donated to charity.
As for a flag kilt, I would consider something like these:

or for our Southern Neighbors:

But in reality would rather go for the Maple Leaf or Provincial tartans (for us Canucks) or one of the US or state tartans (for the Yanks).

Colin, you have it right, the pleats went the wrong direction and there was no reverse pleat. It went to a good cause. Elijah did offer to make it right, but since there wasn't that much money involved I didn't deem it worth shipping it back and making Andrea go through the headaches.It did work out well in the end, a single mom getting off assistance got it and was very happy with it. She was getting proper clothes for her new job. Andreas skill with sewing is top notch, I can't fault that a bit and the thing was very well made.

Here's a photo of a good looking "American" kilt based on the red, white & blue color scheme called, American National - another option for patriotic kilt wearers...

I believe the caption for this photo should be -
"Real mannequins wear kilts!"

I was trying to give the maker the benefit of the doubt. I have seen that same fabric in stores, but most likely would not use it in a garment in large amounts. (maybe for the front of a vest at most)

Did you know that when the tartans with the woven-in designs like those above first came out they were quite controversial because they weren't "traditional"?
I agree that the tartans look much better than the flag designs. It also comes off as childish (as well as loud)to me since I once made my DD a jumper (UK note: a dress with no sleeves designed to be worn over a blouse) with that same fabric (it's just poly/cotton) for wear to church or other occasions on patriotic holidays. And that was when she was a wee thing.
