The bail is the metal ring that the snap portion of the belt loops through to hold the buckle in place. Generally its just a bit of metal rod bent in place.
Home Depot carries rod of the same diameter in three foot lengths (its near the mounting hardware, hinges, etc...) really cheap. Use a pair of heavy duty pliers and clips to cut and bend the rod to length, and replace the piece that came with the buckle.
Generally the bail is just held in place by the spring tightness of the metal itself, and it fits into two cast holes in the back of the buckle.
Never had to do it, but that is great advice!
