It's simple. He has the transporter from the original Enterprise. All he does is get the kilt from the rack, pack it, and place it on transporter pad. Then it's just a simple, "Energize" and the kilt is at it's location. All of the labels and post marks are just to prevent his competition from finding out about the transporter. Seriously, Jerry and the USPS priority mail provide excellent customer service.
