I think the problem isn't the belt, is that his kilt is aorund his hips and not his waist. Note that the jacket itself fits like it's supposed to, but his shirt is peeking through. If the kilt was up where it belongs, it wouldn't look so bad.
Well, aside from the sporran being too low, but I think that is because the bloody kilt is too low to begin with!

I think if the kilt were moved up to where it's supposed to be, he'd look spot-on.
Pulling the kilt up would move the sporran to where it needs to be, and there's no *need* for a belt with a waistcoat.
So, he's got ONE problem that creates a mess. The kilt is too low.
