I'm a bit old fashioned with this: I think one should always shoot some cuff. I think the coat cuff should cut the wrist on or just below the wrist bone.

As a young man I learned that the jacket should just touch the first knuckle of the thumb, that would effectively cover the cuff of your shirt but as you bend your arm the jacket sleeve does rise and slide over the shirt cuff to expose your buttons or cufflinks.
