The Scratch and Dent list is usually associated with the newsletter, in my experience.

On the home page, click "What's New."

Find the news letter at the bottom of the page - it changes from month to month, so the link may not always be the same. Follow the current link.

The Scratch and Dent link is in the upper right corner.

It's also apparently only compatible with Internet Exploder. Netscrape doesn't like the events calendar. Then again, the Events calendar didn't really tell me anything either when it came to Dragon*Con.
