    1) is the belt supposed to go through the belt loops, I ask because it does not seem like it would fit.

First of all, what type of jacket WILL you be wearing? I will go ahead and say that you should not wear a belt full formal. Especially if you're going with a Prince Charlie or Argyle jacket. Make sure you get a much shorter jacket whichever way you go. A standard suit, tux, or blazer coat is simply much too long for a kilt.

    2) the sporran seems a little short right?
The sporran looks to be ok actually.

    3) am I supposed to fold the hose back, if so how far?
Yes, the hose should be folded. A couple of inches should do fine. I basically gauge the fold to the pattern changes in the hose.

    4) How far is the kilt supposed to drop? My wife likes the current length but I thought it was supposed to be shorter.
Kilt drop is sometimes debated. But I, like most people, agree that the kilt should come to the top of the knee. Yes, the kilt will feel like it's too high (navel or even higher) but this is where it's supposed to be. Think of it like this: If you can't see your knees, SOMETHING'S WRONG

Here's a snap from my recent wedding. Click to see larger size...

Also, look through the "show us your pictures" forum. Oh, and Welcome!

We will be wearing a Tux waist coat similar to what you have but without the buttons. We will not be wearing vests, nor cumber-buns so that leaves belts.

You say that but it looks to me like yours mostly covers the knees.

No, my kilt is at the top of the knees. See the skull tattoo there? That's centered perfectly on my left knee cap . I'm turned to the side in this one, so you don't really see a straight forward shot.
