Just from the photos, the finish on the wool looked course and prickly. I had been looking quite a while ago and then backed off in favour of having a kilt made in Scotland instead.

It is somewhat course, just like the military kilts were, but it isn't prickly and it is warm. It's like wearing a blanket.

The green thing is part of the kilt. I am not sure what it does, perhaps it marks the top of the rise, perhaps it was used to ensure proper dress (such as aligning one's belt)... any other ideas?

It's simply the waistband. As to why it was made out of green cloth rather than tartan, I do not know.

The green is the waistband. It's authentic to military kilts and still used today. Since those pics I altered it buy covering the green with black bias tape. I think it looks better and was an easy modification.
