Tights: Ewww...
Kilt hose and a traditional wool kilt is enough for temperatures down to 20 deg F. If need be, wear another pair of socks, either underneath the kilt hose or over and cuff the kilt hose over the socks. Just make sure that the second pair of socks are a complementary or matching color. But don't put tights on. At that point, as was said above, you might as well just wear trousers.

No tights, panty hose, long johns, or leotards for me either, I'm afraid.
It can get quite cold in the winter where I live. However, I still go out kilted (even in -20 C weather!) I find that the knees (being really the only part exposed) don't get very cold as they just bone with skin on top!

Prince Regent's legs
During his famous trip to Scotland and Edinburgh staged managed by Sir Walter Scott, didn't the Prince Regent (later George IV) wear pink tights under his kilts rather than show off his pasty white legs?
Seven years ago for most of the winter of 1999-2000 I wore ladies' heavy duty panty hose for edema (swelling of my legs) due to complications from lymphoma. I found them quite comfortable and warm, even in the coldest weather, even during some very severe snow storms, and couldn't understand why so many women say they don't like them. I say, do what you please.

Yes he did except that the visit took place in 1822 when he was already king.

Tights are rather gay.
I spent last winter in Germany where it is as far North as Canada an almost as cold, 'found that a wool kilt and kilt hose were quite warm enough.
If it is too cold for a wool kilt then you should not be out of doors anyway.

Last winter I went out in 10° weather and I had on glengerry hat, wool sweater, gortex jacket, SWK BW wool, Polypro sockliners wool kilt hose from:
http://www.hamiltondrygoods.com/sock.html
and a pair of Sorals and I was more than warm.
If there had been a wind, forget-about-it.
I wear my snowmobile jump suit with silk long johns.

Definitely NO NO NO to tights with a kilt! If it's so cold that you feel you want to wear tights then you might as well wear the tights under trousers.
