As for kilts.... Here is some recommended reading material.
Why don't you start out with a Stillwater or other US retailer if you are looking for your first kilt and you're on a tight budget? Shipping expense and jones time will be much shorter that way.

Haven't seen too much success with "deals" on cheap kilts via Internet.
You could try doing a search and see if there are past threads.
