I think the very formal attire makes kilting look a little antiquated and out of touch. I must admit it's been several years since I watched OHMSS and I forgot the occasion he wore it to and in this case formal was correct.
Bond(o)san is what he's called in these parts that and "zero zero seven".
The film was made in the late 60s (1969) when I guess most kilts were worn pretty formally anyway even as daywear.
But I would disagree that it's "antiquated and out of touch" 
There is still a place for it, it looks very smart indeed on the correct occasions. It's just that people are now discovering the greater versatility of what can be worn with the kilt.
