Currently here where I am (Jamestown ND) it is 0F/-18C with a steady 22mph wind produsing a wind chill of -23F a bit chilly. I don't tend to spend much time out in weather like this but I have no problems with being cold kilted as long as I remember proper hat, coat, and mits.
