Being 6'4" I have the exact opposite problems as you, I would take a look at USA kilts in your case. Their casual model is around your price range, and it will fit since it is made to measure. With the new rush fee you will have it in no time. The multiple tartan selection allows you to pick on that is either universal, or that matches your team colors, or has a clan relation to you.
I have shortened stillwater kilts before so it can be done, but if I charged the people for my time, they probably could have bought a semi traditional from Rocky for the same price.
