Huh - I'm surprised - tartan with such a small set is typically light weight tartan.
You could try telling her that, until you cut out the bulk at the waistline where the pleats are, it will feel bulky, even if it's lightweight tartan. This is particularly try in the case of this kilt because the pleats are so deep and there's so much overlap. Once that's done, and the kilt is actually buckled on, it won't feel heavy or stiff at all.
