It's hard to know. It could be someone trying to learn how to make a kilt and is selling kilts to recoup some of the expense. They are a very new ebayer so they may be setting the price low to draw in bidders to run the price up. It wouldn't hurt to contact the seller and ask about their experience in kilt making. It would be a shame to get a good price on a wool kilt and have it made by a person who is just starting out.
