When I was a kid, the drinking age in New Jersey was 18, and the driving age was 17... didn't give you much time to get good at one before you started combining it with the other! (Assuming you didn't start early.) 
And the link to the Canada thread? We served as the "Canada" (lower drinking age alternative) for the southern part of New York state. (OK, it's a stretch.)
