While I have not yet had experience with one, I would think that it shouln't lift a kilt, otherewise there would be a lot of women suing due to their exposure in skirts.

There was a web-cartoonist with a distinct streak of mischief who took a leaf-blower to DragonCon last year, hunting kilts. Apparantly, she found many kilts didn't respond to her ministrations...
