    Ron, sounds like you do something I have wondered about, namely taking off the kilt without unbuckling the straps. I find that if I push down the front of the kilt, I get enough slack to push it all the way down and step out. I do unbuckle (or rip the Velcro open on USAK's) it to put on the next time. I "could" step back in, but that means shoving the shirt down in the waistband and pulling it straight. Easier to put the shirt on first, then strap the kilt over it.

    If the kilt can be removed without unbuckling the straps then its way too large. Heck.. if you don't have to suck in your gut and nearly hold your breath to get the strap into its buckle its probably too large or straps uncommonly long. (Unless, of course, you are built like a pillar and have call to braces to keep a kilt in place.)
