Kilts and military uniforms
As well as being a Kilt and Scotland fanatic, I'm also a trekkie and I asked some of my fellow fans on one of the Star Trek themed boards I post on why Scotty only wore his Kilt with his dress uniform. They said it wasn't functional, but then I remembered that I thought I had seen a pic of Scots wearing kilts in battle during WWI. So does the Scottish navy wear kilts with their regular uniforms, or just for dress occasions?

There is only the Royal Navy for the UK (no separate Scottish Navy - the Royal Navy has a "Flag Officer Scotland, Northern England, Northern Ireland")... and I don't think the RN has kilted sailors.
The Royal Scots Navy (or Old Scots Navy) was the navy of the Kingdom of Scotland from its foundation in the 11th century until its merger with England's Royal Navy per the Acts of Union 1707.
Standing by for corrections from one (or more) of our UK brethern...

I know that there isn't a separate "Scottish Navy," but in the pic I mentioned there was a Kilted Scottish Regiment fighting in WWI. I was wondering if there were any Kilted Fleets or something.

No Scottish fleets.
The kilt is allowed as part of the Mess Dress uniform for members of the Royal Navy who are of Scottish origin for use at mess dinners and other special occasions. Even this privilege is fairly recent by the way.

The pictures you saw were probably of the British Army's Scottish regiments.

That's what I said. Scottish Navy was just a bad choice of words.

It was very common in WW1 for kilted scottish regiments to be fighting in the battlefields of France, there was a tremendous fatality rate amonsgt the Scottish soldiers. Many villages and works had their own battalions that were sent to WW1. In fact in Scotland there are villages in which it took some time to restore the male population after the men from the village or town had been slaughtered.
Talking about Scotty from Star Trek( I just loved the original Star Trek) the town of Linlithgow a few miles from Edinburgh has been logged as the birthplace of Scotty. Now we have the councillors of Linlithgow erecting a statue to their most famous son who has not even been born yet!

WW1 for Britain was from 1914 to 1918. That is a long time to just send troops to the slaughter the way they did in WW1.
The scottish regiments were known for their courage and I think it was the kilt being worn in battle in WW1 that made the Germans call the Blackwatch the ladies from hell.

Proportionally Scotland had the highest combat casualty rate (150,000) of any country in World War I.
